The Building Safety (Fees and Charges) Regulations 202[3] and charging scheme

Thank you for responding to the consultation on the Building Safety Regulator’s (BSR’s) proposals for Building Safety (Fees and Charges) Regulations 2023 and the underpinning BSR charging scheme.

Please make sure you read all three documents before completing the survey. You may also need to refer to the documents when completing your response.

When completing the information section at the beginning you will be asked if you are responding primarily as a potential ‘legal entity’ in the context of the Building Safety Act 2022 and these regulations. As a reminder:

  • the client: the person for whom a project is carried out.
  • the principal accountable person/accountable person: the accountable person (AP) is the dutyholder throughout the period during which the building is occupied. Where a building has only one AP they will also be the principal accountable person (PAP) but where there are two or more APs for a building, one will be formally designated as the PAP.
  • the applicant: this is who applies for either the registration of building control approvers or building inspectors, or for a review of a decision of the regulator (BSR).
  • the building control professions. These are the relevant building control bodies or building control professional.
