Overview
Proposal to identify a substance of very high concern (SVHC) for inclusion on the Candidate List of UK REACH
HSE, as the Agency for UK REACH and with support from the Environment Agency, may propose the identification of substances of very high concern (SVHCs) for inclusion on the UK REACH Candidate List.
In accordance with Article 57 of UK REACH, substances with the following properties may be identified as SVHCs:
- Substances meeting the criteria for classification as carcinogenic, mutagenic or toxic for reproduction (CMR) category 1A or 1B in accordance with the GB CLP regulation.
- Substances that are persistent, bio-accumulative and toxic (PBT) in accordance with the criteria in Annex 13 of UK REACH.
- Substances that are very persistent and very bio-accumulative (vPvB) in accordance with the criteria in Annex 13 of UK REACH.
- Substances giving rise to an equivalent level of concern to substances meeting the above criteria. Such substances may have endocrine disrupting properties or there may be scientific evidence of probable serious effects to human health or the environment, although not meeting the criteria to be a CMR, PBT or vPvB. Such substances will be identified on a case-by-case basis
Before including substances on the Candidate List, HSE is required to prepare proposals in accordance with Annex 15 of UK REACH and make these publicly available on its website. Interested parties are invited to submit comments on these SVHC proposals within 6-weeks of the publication date.
If HSE does not receive any comments on an SVHC proposal, the substance will be added to the Candidate List. If comments are received, HSE will consider these comments and make a decision regarding inclusion of the substance on the Candidate List within 45 days of the end of the consultation.

The SVHC identification is based on the hazardous properties of a substance. SVHC proposals based on mandatory classification and labelling (MCL) included in the GB MCL list cannot be challenged in the SVHC identification process. Comments questioning the MCL will not be considered in this context.
Comments and additional information relating to how the substance is used, the volumes per use and the potential exposure and availability of alternatives can also be submitted. This information will not be used to confirm the SVHC identification but it may help to inform future actions, such as recommendations of priority substances for inclusion in the authorisation list of UK REACH.
