Overview

The Building Safety Act 2022 created the Building Safety Regulator (BSR) in England. The new regulator is part of the Health and Safety Executive (HSE).

The Act requires BSR to set up a Statutory Residents' Panel (the panel) to ensure residents are placed at the heart of the new regulatory regime.

We are seeking applications now from current residents of high-rise buildings (HRBs) who would like to be considered for a position on the panel.

The panel will be a small group of about 20 people who are a broad mix of HRB residents from different locations and housing types, including social housing, private rent, and leasehold owners. As well as a mix of residents, it will be supported by representatives from relevant organisations.

We will make sure that members represent people with different experiences. If you are under 30-years-old, have a disability, or are a local authority resident, we are particularly keen to hear from you. We recognise the varied experiences of residents living in HRBs and we want to ensure all voices are heard.

The role

The panel needs members who are engaged and can:

• communicate their own experiences and opinions
• work as part of a diverse team
• show a willingness to consider different courses of action
• respect differences of opinion and beliefs among panel members

As a panel member acting on behalf of HRB residents, you will:

• give BSR advice on aspects of its operation based on real-life experience
• provide input on guidance relating to residents, plus other BSR documents and procedures
• assist BSR with developing its annual statement on resident engagement
• be empowered to set up task-and-finish workgroups to undertake in-depth projects
• provide input on BSR resident research
• help to test BSR communications material

Members of the panel will not:

• handle or investigate individual resident complaints
• advise on matters that sit outside BSR's area of responsibility

We may invite the panel to take part in wider working groups across government.

Your commitment as a panel member

You will take part in virtual meetings.

Your membership of the panel will be for a period of two years.

The panel will:

• meet about six times in 2023
• meet three or four times a year from 2024 onwards
• respond to short surveys and questionnaires which we may use to gather views

BSR will ask for the Panel's views and opinions, focusing on those areas where the panel must be consulted by law. There will also be an opportunity to discuss other issues raised.

Meetings will be 1.5 - 2 hours long and will be held in business hours, evenings or at weekends but will always have to suit the majority of members.

Applications will close on 22nd November 2022. After this, selection will be made from applications that meet the required criteria, to form a diverse panel

Once we have selected the panel, any remaining eligible applicants may give their permission to be added to a waiting list for future recruitment.
