Overview
The Building Safety Act 2022 created the Building Safety Regulator (BSR) in England. The regulator is a part of the Health and Safety Executive (HSE).
The Act required BSR to set up a Residents' Panel (the panel) to advise the regulator and to ensure residents are placed at the heart of the new regulatory regime.
The panel has been running for over a year and we are looking now to build on this and recruit new members to join.
We are seeking applications now from current residents of high-rise buildings (HRBs) who would like to be considered for a position on the panel. We are also interested to hear from private landlords who are interested in joining.
We will maintain a panel with a broad mix of HRB residents from different locations and housing types, including social housing, private rent, and leasehold owners.
As a panel member, you will be able to give advice to BSR based on your real-life experiences, provide input on any guidance BSR may publish and be empowered to support with any resident research projects.
We will make sure that members represent people with different experiences. If you are under 30-years-old, have a disability, are a local authority resident, or are a private rental tenant we are particularly keen to hear from you. BSR recognises the varied experiences of residents living in HRBs and we want to ensure all voices are heard.
We are also seeking current high-rise building residents who would like to help form a technical working group that will consider emerging technical material relating to high-rise buildings and the wider built environment, and report into the residents’ panel. An interest a technical matters will be important in this role.
The role
The panel needs members who are engaged and can:
- communicate their own experiences and opinions
- work as part of a diverse team
- show a willingness to consider different courses of action
- respect differences of opinion and beliefs among panel members
As a panel member acting on behalf of HRB residents, you will:
- give BSR advice on aspects of its operation based on real-life experience
- provide input on guidance relating to residents, plus other BSR documents and procedures
- assist BSR with developing its annual statement on resident engagement
- be empowered to set up task-and-finish workgroups to undertake in-depth projects
- provide input on BSR insight research
- help to test BSR communications material
Members of the panel will not:
- handle or investigate individual resident complaints
- advise on matters that sit outside BSR's area of responsibility
We may invite the panel to take part in wider working groups across government.
Your commitment as a panel member
You will take part in virtual meetings.
Your membership of the panel will be for a period of at least two years.
We ask that panel members commit up to 40 hours per year.
The panel will:
- meet four times a year for 1.5-2 hours
- at least one meeting per year will take place in the evening or at the weekend
- respond to short surveys and questionnaires which we may use to gather views
BSR will ask for the Panel's views and opinions, focusing on those areas where the panel must be consulted by law. There will also be an opportunity to discuss other issues raised.
Members of the technical working group will meet when required to review and comment on draft technical documents and guidance.
We ask that members of the technical working group commit up to 30 hours per year. You will meet at least twice a year.

You will be asked to provide a brief statement (no more than 250 words) on why you want to join us. You will also be asked to provide some information about yourself.
HSE will take great care when storing and handling your personal data, and we will not use it without your permission.
Applications will close on 9 April 2025. After this, selection will be made from applications that meet the required criteria.
Willing and eligible HRB residents, who have expressed an interest in the panel, will be added to a waiting list for future recruitment.
