BSR recruits Chair Person for Residents’ Panel

Do you live in a high rise building in England?  Do you feel you have something to offer on behalf of other people who live in high rise buildings? Do you feel you could lead a panel of residents that supports the work of the Building Safety Regulator?

The Building Safety Regulator (BSR) has a Residents’ Panel to advise and to help us shape our approaches to our work and to ensure that residents are at the heart of building safety. We are looking now to recruit a Chair for the panel, to lead the meetings and ongoing work of the panel.

The panel is a statutory committee under the Building Safety Act 2022.  It has been running for over three years and has become an integral part of how BSR works. Our panel has a broad mix of HRB residents from different locations and housing types, including social housing, private rent, and leasehold owners.

BSR asks for the Panel's views and opinions, focusing particularly on those areas where the panel must be consulted by law and where building safety matters may affect them. There will also be an opportunity to discuss other issues raised.

We are seeking applications for the position of Chair from current residents of high-rise buildings (HRBs). We also welcome applications from private landlords who let homes in HRBs.

As the panel Chair you will provide leadership to the panel to help it continue to provide insight and advice to BSR based on real life experiences. 

This is an exciting opportunity for someone with an interest in voluntary work in their resident community or in creating a safer built environment to get involved and make a significant and long-lasting positive impact on the standards of building safety. This is also an opportunity for a successful candidate to develop their own skills and expertise.

You’ll bring a solid understanding of the challenges faced by residents in HRBs. You’ll be comfortable challenging opinion, using evidence to support discussions, understand equality, and be able to run effective, inclusive meetings.

We need someone who is interested in chairing diverse groups, working with public bodies, and engaging residents on sensitive issues. You’ll need to manage discussions where views differ and reach balanced and informed positions when advising BSR.

Strong communication and leadership skills are essential. You’ll keep meetings focused, ensure all voices are heard, and build trust while handling disagreement calmly. Organisational skills, and the ability to remain impartial and represent the panel’s views fairly are also important.

We welcome applications from those who may not fully meet the essential criteria or required experience but have a keen interest in HRB matters and would be willing to develop in role.

In order to fulfil the role you must be able to commit to approximately 8 days per year. Meetings will be virtual, and dates will be agreed well in advance.

Your tenure as chair will be for a period of at least two years.

The panel meets four times a year for 1.5-2 hours, however as chair you are likely to have additional meetings to attend with the BSR and others. At least one meeting per year that takes place in the evening or at the weekend. The panel’s views are also gathered via correspondence and short surveys.

What we’re looking for

We are looking for individuals who have actively engaged with fellow residents or communities on sensitive issues, managed discussions where there are strong or conflicting opinions and used feedback and evidence to inform their position.

You will be able to demonstrate a strong understanding of residents’ rights, safety concerns, and the common issues faced by those living in higher-risk buildings.  You will know how lived-experience shapes perspectives. You will be aware of the Building Safety Regulator’s role and the duties of Accountable Persons.

An understanding of good resident engagement, the barriers different groups may encounter, and how to run effective, inclusive meetings is essential.

You may have experience chairing meetings or facilitating inclusive groups with a mix of backgrounds and views, and working with public bodies, housing organisations, or resident-led groups to achieve common goals.

Strong communication and interpersonal skills are key. You should be able to keep discussions focused and inclusive, communicate clearly using ordinary language, and build relationships at all levels, including with senior stakeholders. The ability to build trust, handle disagreement calmly, and encourage constructive dialogue is vital. You will also need to identify key points and summarise issues concisely. You will be comfortable representing the Panel’s views fairly and ensuring all voices are heard, including those who may be less confident.
