Closes 17 Feb 2023

Opened 9 Jan 2023

Overview

About this consultation

The Building Safety Regulator (BSR) will be operating as part of the Health and Safety Executive (HSE) from April 2023. Building control professionals will have to register with the BSR to perform building control work in England. The professional conduct rules sets out standards of professional conduct and practice that registered building control approvers are expected to meet. They are at the heart of a newly regulated building control profession – one in which all professionals are required to take responsibility and accountability for their decisions, actions and behaviour.

The professional conduct rules are mandatory principles of conduct and standards applying to all who wish to register with the BSR as Registered Building Control Approvers (RBCA) in the private sector.

We want to hear your views on the proposed professional conduct rules (PCR) we are developing for building control approvers.

This document sets out our consultation.

You will need to read the clauses described in the document to take part.

A copy of the draft professional conduct rules can also be found in the related documents section further down this page. Please read the document in full before completing the survey. You may need to refer to the document when completing your response. You may provide additional comments in a free text box at the end. The clauses in the document are subject to change due to the evolving nature of secondary legislation.

Thank you for your time, and we look forward to receiving your response. If you would like to submit a hard copy response, please email:  conductconsultation@hse.gov.uk.

We intend to publish the final professional conduct rules in Spring 2023.
