This consultation closed on 20 February 2023. Feedback received through the consultation has been considered and used to shape and refine our proposals.

We intend to publish the draft Code of conduct for registered building inspectors in June 2023. The Code of Conduct is expected to come into force in April 2024.

About this consultation

The Building Safety Regulator (BSR) will be operating as part of the Health and Safety Executive (HSE) from April 2023. Building control professionals will have to register with the BSR to perform building control work in England. The code of conduct sets out standards of professional conduct and practice that registered building inspectors are expected to meet. They are at the heart of a newly regulated building control profession – one in which all professionals are required to take individual responsibility and accountability for their decisions, actions and behaviour. 

The code of conduct are mandatory principles of conduct and standards of behaviour applying to all who wish to register with the Building Safety Regulator as a registered building inspector (RBI), whether they work in the private or public sector.

We want to hear your views on the proposed code of conduct (CoC) we are developing for registered building inspectors.

You may need to refer to the document when completing your response. You may provide additional comments in a free text box at the end. The clauses in the document are subject to change due to the evolving nature of secondary legislation.
