Overview

Do you believe you have the skills, knowledge and expertise to help the Building Safety Regulator make a sustained, positive change to buildings in England?

Do you have demonstrable expertise within one or more of these industry fields?

  • Leading net-zero projects in the built environment
  • Social housing – leading at senior level in operating and/or procuring buildings
  • Chartered Town Planning

The Regulator (BSR) which is part of the Health and Safety Executive, is looking for an additional three people to join the Building Advisory Committee (BAC).

BAC is a statutory committee that provides advice and information to BSR on new and emerging issues across the built environment. BAC also provides leadership across industry and drive change.

BAC consists of a high-level steering group, underpinned by separate working groups focussing on specific areas of work. Members of BAC are drawn from many different parts of industry and have varied skills, knowledge and expertise, including fire safety, structural safety, the construction industry, housing, building services engineering and the needs of disabled people.

We now need to augment these skills and knowledge with expertise in Net Zero, Social Housing, and Chartered town hall planning.

Diverse perspectives and experiences are critical to our success and we welcome applicants from all people from all backgrounds with the experience and skills needed to perform this role.

What we need you to do

We expect that BAC members will:

  • Attend and actively contribute to quarterly Building Advisory Committee meetings with an approximate duration of half a day, including ad hoc meetings where necessary. Meetings are either hybrid (with the option to attend in person or virtually) or virtual
  • Provide evidence to demonstrate that they are able to act as industry leaders, representing stakeholders across the sector, and can be relied upon to provide impartial, authoritative, and accurate advice
  • Utilise industry experience and up to date knowledge to assist the BSR in addressing new and emerging issues within the built environment
  • Encourage integrity, accountability and ethical behaviour within the sector
  • Follow the standards of behaviour in public life (the ‘Nolan Principles’)
  • Communicate messages from BAC and BSR through their networks

The current terms of reference for BAC are available to read. BAC’s remit and performance will be reviewed over time to ensure it meets the BSR's requirements.

BAC is currently being chaired by an HSE representative although this may transition to an independent chair at a later date.

Members of BAC are entitled to travel and subsistence expenses incurred on BAC business. Details and claim forms will provided to successful applicants.

The ideal BAC steering group member will be able to demonstrate:

Technical requirements

  • Expertise within one or more from:
    • Net Zero – in particular, experience as a practitioner leading on the design and/or build of leading net zero projects
    • Social Housing – experience of being at the heart of Building safety matters within this crucial sector of industry
    • Chartered Planning
  • Networks and influence
    • That you are impartial and authoritative individuals with primary status in areas relevant to BSR’s remit
    • The ability to influence behaviours in accordance with BSR’s aims and policies and use your networks to increase BSR’s reach across the built environment sector

Behavioural criteria

  • An ability to take ownership of problems and devise solutions, together with an ability to drive performance improvements and deliver culture change
  • The ability to provide clear, impartial, and evidence-based advice, and communicate this effectively to senior stakeholders, the built environment sector, and BSR
  • An openness and a willingness to consider all relevant courses of action, with the ability to stand ground and provide leadership where needed

What you need to do

You will be required to submit:

  • a CV
  • two statements of suitability

The CV should not be more than the equivalent of two sides of A4.

The statements of suitability should clearly demonstrate how you meet the criteria detailed in the section ‘Who we’re looking for’ above. Both statements combined should be no longer than 400 words in total. The first statement should concentrate on the technical requirements above, with the second statement demonstrating how you meet the behavioural criteria. Please ensure that you include sufficient information to evidence the claims that you are making to support your application.

As part of your application, you should declare any potential conflicts of interest you may have. These may be financial interests, memberships of campaigning groups or other personal interests that may, or may be perceived to, influence your performance on the Building Advisory Committee.

If you have any potential such conflicts, you should also provide a brief statement (no more than 250 words) on how you intend to manage these conflicts of interest if appointed to the steering group.

What happens next

A sifting process will consider who meets the criteria for the roles.  Applicants who are successful at this stage will then be invited for interview.

The sift stage will examine your application against the criteria in this advert.

Depending on the number of applications we may undertake the sift based solely on the first statement

Sifting will be completed by 22 November 2024

We will let all applicants know the outcome of the sift stage.  We will not, normally, provide feedback on your application.

Candidates passing the sift will be invited to an interview to assess their suitability against the criteria that we are looking for in more depth. For these candidates, further information will be provided in advance of the interviews taking place.

Interviews will take place remotely via MS Teams. Interviews are expected to take place between 6th January 2025 and 17th January 2025

Interviews will last approximately 45 minutes. These dates may be subject to change dependent on number of applications received and panel availability.

Successful applicants can expect to be appointed in advance of the March meeting of BAC which is currently scheduled to be held on 11th March 2025.
